Our Founding Story

The Black Arts District was designated by the Maryland State Department of Commerce in July 2019. 

It is widely known that in the early to mid-20th century, Pennsylvania Avenue was a hotbed bustling with Black art and entertainment businesses including venues, clubs, restaurants, and hotels. Notable establishments like the Royal Theatre, Sphynx Club, Lennox Theatre, Regent Theatre made Pennsylvania Avenue an ideal stop on what was known as the Chitlin Circuit. Conversely, policies and practices like redlining, blockbusting, and racially restrictive covenants were also birthed in Baltimore and subsequently led to decades of disinvestments in the area and many other Black communities. Moreover, Pennsylvania Avenue has gained a negative reputation for being a dangerous part of the city beginning with the 1968 riots up until the present.

Over the years many individuals attempted to recreate an arts and cultural district on Pennsylvania Avenue through business development, legislation and community organizing to no avail. In 2019, the Black Arts District was designated to honor the storied legacy of Pennsylvania Avenue and to carry the torch forward from many iterations of organizing efforts in the past using a non-displacement, community-centered framework. The district is a result of the organizing efforts of a coalition of community organizations. The organizations included: Leaders of a Beautiful Struggle, Historic Pennsylvania Avenue Main Street, Druid Heights Community Development Corporation, the Arch Social Club, Arch Social Club Community Network, The Office of Councilman Leon Pinkett, Fight Blight Bmore and the Avenue Bakery. The work of the coalition was also supported by partners such as the Neighborhood Design Center, University of Baltimore and the Department of Transportation.

Establishing an Arts and Entertainment District along the historic Pennsylvania Avenue corridor in West Baltimore is a visionary step towards embracing the vibrant culture and rich heritage of the community. By igniting a renaissance of artistic expression and creativity, this district promises to be a catalyst for prosperity and growth.

Drawing inspiration from the illustrious past of Pennsylvania Avenue as a hub for Black art and entertainment, the creation of this new district represents a beacon of hope for revitalization and renewal. Through colorful murals, lively performances, and engaging events, we envision a bustling cultural hub that attracts visitors from near and far, infusing the area with energy and excitement.

The remarkable success stories of existing A&E Districts across Maryland paint a vivid picture of the transformative power of the arts. With every brushstroke and every note played, we can unlock new economic opportunities, support local entrepreneurs, and create pathways to prosperity for all. The positive ripple effects will be felt throughout the community, as new businesses flourish, jobs are created, and the spirit of creativity thrives.

More than just a destination for entertainment, this district will be a celebration of art and culture. It will amplify the voices of underrepresented artists, spark meaningful conversations, and foster a sense of belonging and pride. Together, we will weave a tapestry of culture and connection that strengthens the fabric of our community and brightens the future for generations to come.
